该指令由欧盟委员会发布，主要针对新资源食品目录及其相关规定进行了修订，取代了之前的欧洲议会和理事会条例(EU)No 1169/2011、(EC)No 258/97和委员会条例(EC)No 1852/2001。《关于新食品的条例》适用于欧盟所有国家的新资源食品以及从第三国进口的新资源食品，但不适用于有专门法规规定的转基因食品、食品酶、食品调味剂等
